<subsection identifier="/us/bill/116/s/2731/dA/tV/s572/a" id="idDC3C55FCB9B243E8BFCC985E53646B8C" class="indent0"><num value="a">(a) </num><heading><inline class="smallCaps">In General</inline>.—</heading><content>Of the amount authorized to be appropriated for fiscal year 2020 pursuant to section 301 and available for operation and maintenance for Defense-wide activities as specified in the funding table in section 4301, $10,000,000 shall be available for payments under section 363 of the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001 (as enacted into law by <ref href="/us/pl/106/398">Public Law 106–398</ref>; <ref href="/us/stat/114/1654A–77">114 Stat. 1654A–77</ref>; <ref href="/us/usc/t20/s7703a">20 U.S.C. 7703a</ref>).</content></subsection>
<subsection identifier="/us/bill/116/s/2731/dA/tV/s572/b" id="idC393F4A4BE3A4D71A75626CF6F90824E" class="indent0"><num value="b">(b) </num><heading><inline class="smallCaps">Use of Certain Amount</inline>.—</heading><content>Of the amount available under subsection (a) for payments as described in that subsection, $5,000,000 shall be available for such payments to local educational agencies determined by the Secretary of Defense, in the discretion of the Secretary, to have higher concentrations of military children with severe disabilities.</content></subsection></section><num value="VI">TITLE VI—</num><heading class="inline">COMPENSATION AND PERSONNEL BENEFITS</heading>

<subsection identifier="/us/bill/116/s/2731/dA/tX/stA/s1001/a" id="ida28189711c344fbb8f2119b0de7933b8" class="indent0"><num value="a">(a) </num><heading><inline class="smallCaps">Authority To Transfer Authorizations</inline>.—</heading>
<paragraph identifier="/us/bill/116/s/2731/dA/tX/stA/s1001/a/1" id="idfcb42d4f241d4d48916289070affc2fc" class="indent1"><num value="1">(1) </num><heading><inline class="smallCaps">Authority</inline>.—</heading><content>Upon determination by the Secretary of Defense that such action is necessary in the national interest, the Secretary may transfer amounts of authorizations made available to the Department of Defense in this division for fiscal year 2020 between any such authorizations for that fiscal year (or any subdivisions thereof). Amounts of authorizations so transferred shall be merged with and be available for the same purposes as the authorization to which transferred.</content></paragraph>
<paragraph identifier="/us/bill/116/s/2731/dA/tX/stA/s1001/a/2" id="id57e5e5b2cc80486fba80c6b9e0d3d625" class="indent1"><num value="2">(2) </num><heading><inline class="smallCaps">Limitation</inline>.—</heading><content>Except as provided in paragraph (3), the total amount of authorizations that the Secretary may transfer under the authority of this section may not exceed the amount specified in Acts appropriating funds for the Department of Defense for fiscal year 2020.</content></paragraph>
<paragraph identifier="/us/bill/116/s/2731/dA/tX/stA/s1001/a/3" id="id9525078f8b1f4c26860ae1265f644d45" class="indent1"><num value="3">(3) </num><heading><inline class="smallCaps">Exception for transfers between military personnel authorizations</inline>.—</heading><content>A transfer of funds between military personnel authorizations under title IV shall not be counted toward the dollar limitation in paragraph (2).</content></paragraph></subsection>
<subsection identifier="/us/bill/116/s/2731/dA/tX/stA/s1001/b" id="id9e7d937209034e0fa0818a5adf414e61" class="indent0"><num value="b">(b) </num><heading><inline class="smallCaps">Limitations</inline>.—</heading><chapeau>The authority provided by subsection (a) to transfer authorizations—</chapeau>
<paragraph identifier="/us/bill/116/s/2731/dA/tX/stA/s1001/b/1" id="idd6e59782ec694fe78d7ae8c21c89b720" class="indent1"><num value="1">(1) </num><content>may only be used to provide authority for items that have a higher priority than the items from which authority is transferred; and</content></paragraph>
<paragraph identifier="/us/bill/116/s/2731/dA/tX/stA/s1001/b/2" id="id997e2effe1844a59868c8691610a03b9" class="indent1"><num value="2">(2) </num><content>may not be used to provide authority for an item that has been denied authorization by Congress.</content></paragraph></subsection>
<subsection identifier="/us/bill/116/s/2731/dA/tX/stA/s1001/c" id="idfbdfab9761aa4b62bebd257a45d551b0" class="indent0"><num value="c">(c) </num><heading><inline class="smallCaps">Effect on Authorization Amounts</inline>.—</heading><content>A transfer made from one account to another under the authority of this section shall be deemed to increase the amount authorized for the account to which the amount is transferred by an amount equal to the amount transferred.</content></subsection>
<subsection identifier="/us/bill/116/s/2731/dA/tX/stA/s1001/d" id="id03227dd5173f4830804abde7c985e080" class="indent0"><num value="d">(d) </num><heading><inline class="smallCaps">Notice to Congress</inline>.—</heading><content>The Secretary shall promptly notify Congress of each transfer made under subsection (a).</content></subsection></section></subtitle>

<paragraph id="H6DAB7CC511F846D1B7FE0E280C7B4526" class="indent1"><num value="3">“(3) </num><content>Any other actions taken or planned by the Secretary of Defense or the Secretary of any of the military departments to improve military aviation safety.”</content></paragraph></subsection></quotedContent><inline role="after-quoted-block">.</inline></content></subsection>
<subsection identifier="/us/bill/116/s/2731/dA/tX/stH/s1084/c" id="H011A0D3722F34153A981B3CE3C019453" class="indent0"><num value="c">(c) </num><heading><inline class="smallCaps">Authorization of Appropriations</inline>.—</heading><content>In addition to any other amounts authorized to be appropriated for the National Commission on Military Aviation Safety established under section 1087 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (<ref href="/us/pl/115/232">Public Law 115–232</ref>), of the amounts authorized to be appropriated for Operation and Maintenance, Defense-wide for fiscal year 2020, as specified in the funding table in section 4301, $3,000,000 shall be available for the National Commission on Aviation Safety.</content></subsection></section></subtitle><num value="XI">TITLE XI—</num><heading class="inline">CIVILIAN PERSONNEL MATTERS</heading>

<subsection id="H4C68162DD5364091AB973425E6BDE33F" class="indent0"><num value="b">“(b) </num><heading><inline class="smallCaps">Use of Department of Defense Facilities and Equipment</inline>.—</heading><content>The Secretary may use facilities and equipment of the Department of Defense to support the Joint Force Command.</content></subsection>

<subsection identifier="/us/bill/116/s/2731/dA/tXIV/stD/s1431/a" id="idA1FC107BB991475F9AD5CE20C847317B" class="indent0"><num value="a">(a) </num><heading><inline class="smallCaps">Authority for Transfer of Funds</inline>.—</heading><content>Of the funds authorized to be appropriated by section 1405 and available for the Defense Health Program for operation and maintenance, $127,000,000 may be transferred by the Secretary of Defense to the Joint Department of Defense–Department of Veterans Affairs Medical Facility Demonstration Fund established by subsection (a)(1) of section 1704 of the National Defense Authorization Act for Fiscal Year 2010 (<ref href="/us/pl/111/84">Public Law 111–84</ref>; <ref href="/us/stat/123/2571">123 Stat. 2571</ref>). For purposes of subsection (a)(2) of such section 1704, any funds so transferred shall be treated as amounts authorized and appropriated specifically for the purpose of such a transfer.</content></subsection>
<subsection identifier="/us/bill/116/s/2731/dA/tXIV/stD/s1431/b" id="idc9699749c5094688970fb139e913adea" class="indent0"><num value="b">(b) </num><heading><inline class="smallCaps">Use of Transferred Funds</inline>.—</heading><content>For the purposes of subsection (b) of such section 1704, facility operations for which funds transferred under subsection (a) may be used are operations of the Captain James A. Lovell Federal Health Care Center, consisting of the North Chicago Veterans Affairs Medical Center, the Navy Ambulatory Care Center, and supporting facilities designated as a combined Federal medical facility under an operational agreement covered by section 706 of the Duncan Hunter National Defense Authorization Act for Fiscal Year 2009 (<ref href="/us/pl/110/417">Public Law 110–417</ref>; <ref href="/us/stat/122/4500">122 Stat. 4500</ref>).</content></subsection></section></subtitle><num value="XV">TITLE XV—</num><heading class="inline">AUTHORIZATION OF ADDITIONAL APPROPRIATIONS FOR OVERSEAS CONTINGENCY OPERATIONS</heading>
<subtitle identifier="/us/bill/116/s/2731/dA/tXV/stA" id="idF354FA14AEBB4F7C98BD9EA3A3B49C00" styleType="OLC"><num value="A">Subtitle A—</num><heading>Authorization of Additional Appropriations</heading>
<section identifier="/us/bill/116/s/2731/dA/tXV/stA/s1501" id="idb32074afd4c443e192edf7bb63ae783f"><num value="1501">SEC. 1501. </num><heading>PURPOSE.</heading><content class="block">The purpose of this subtitle is to authorize appropriations for the Department of Defense for fiscal year 2020 to provide additional funds for overseas contingency operations being carried out by the Armed Forces.</content></section>
<section identifier="/us/bill/116/s/2731/dA/tXV/stA/s1502" id="id1805fabb948b4901b809925be2cf4c2a"><num value="1502">SEC. 1502. </num><heading>OVERSEAS CONTINGENCY OPERATIONS.</heading><content class="block">Funds are hereby authorized to be appropriated for fiscal year 2020 for the Department of Defense for overseas contingency operations in such amounts as may be designated as provided in section 251(b)(2)(A)(ii) of the Balanced Budget and Emergency Deficit Control Act of 1985 (<ref href="/us/usc/t2/s901/b/2/A/ii">2 U.S.C. 901(b)(2)(A)(ii)</ref>).</content></section>
<section identifier="/us/bill/116/s/2731/dA/tXV/stA/s1503" id="id77c5495d3cc843db8be25d6fe9f77f84"><num value="1503">SEC. 1503. </num><heading>PROCUREMENT.</heading><content class="block">Funds are hereby authorized to be appropriated for fiscal year 2020 for procurement accounts for the Army, the Navy and the Marine Corps, the Air Force, and Defense-wide activities, as specified in the funding table in section 4102.</content></section>
<section identifier="/us/bill/116/s/2731/dA/tXV/stA/s1504" id="id92f0541f3be34718b3d74ccdeee67214"><num value="1504">SEC. 1504. </num><heading>RESEARCH, DEVELOPMENT, TEST, AND EVALUATION.</heading><content class="block">Funds are hereby authorized to be appropriated for fiscal year 2020 for the use of the Department of Defense for research, development, test, and evaluation, as specified in the funding table in section 4202.</content></section>
<section identifier="/us/bill/116/s/2731/dA/tXV/stA/s1505" id="id990e4509805c4434b23debba11ea7d07"><num value="1505">SEC. 1505. </num><heading>OPERATION AND MAINTENANCE.</heading><content class="block">Funds are hereby authorized to be appropriated for fiscal year 2020 for the use of the Armed Forces and other activities and agencies of the Department of Defense for expenses, not otherwise provided for, for operation and maintenance, as specified in the funding table in section 4302.</content></section>
<section identifier="/us/bill/116/s/2731/dA/tXV/stA/s1506" id="idfa43224ab75145f1aebfc93c9f45673c"><num value="1506">SEC. 1506. </num><heading>MILITARY PERSONNEL.</heading><content class="block">Funds are hereby authorized to be appropriated for fiscal year 2020 for the use of the Armed Forces and other activities and agencies of the Department of Defense for expenses, not otherwise provided for, for military personnel, as specified in the funding table in section 4402.</content></section>
<section identifier="/us/bill/116/s/2731/dA/tXV/stA/s1507" id="id8c8dcccc2010403299dd542ad70f0fba"><num value="1507">SEC. 1507. </num><heading>WORKING CAPITAL FUNDS.</heading><content class="block">Funds are hereby authorized to be appropriated for fiscal year 2020 for the use of the Armed Forces and other activities and agencies of the Department of Defense for providing capital for working capital and revolving funds, as specified in the funding table in section 4502.</content></section>
<section identifier="/us/bill/116/s/2731/dA/tXV/stA/s1508" id="idf2f5897f621c4405977b7d6639d3fb77"><num value="1508">SEC. 1508. </num><heading>DRUG INTERDICTION AND COUNTER-DRUG ACTIVITIES, DEFENSE-WIDE.</heading><content class="block">Funds are hereby authorized to be appropriated for the Department of Defense for fiscal year 2020 for expenses, not otherwise provided for, for Drug Interdiction and Counter-Drug Activities, Defense-wide, as specified in the funding table in section 4502.</content></section>
<section identifier="/us/bill/116/s/2731/dA/tXV/stA/s1509" id="id37e0447c91434fc58335096b3a5e2c07"><num value="1509">SEC. 1509. </num><heading>DEFENSE INSPECTOR GENERAL.</heading><content class="block">Funds are hereby authorized to be appropriated for the Department of Defense for fiscal year 2020 for expenses, not otherwise provided for, for the Office of the Inspector General of the Department of Defense, as specified in the funding table in section 4502.</content></section>
<section identifier="/us/bill/116/s/2731/dA/tXV/stA/s1510" id="idc86d62a46ab84212bd67a1c1511f0e47"><num value="1510">SEC. 1510. </num><heading>DEFENSE HEALTH PROGRAM.</heading><content class="block">Funds are hereby authorized to be appropriated for the Department of Defense for fiscal year 2020 for expenses, not otherwise provided for, for the Defense Health Program, as specified in the funding table in section 4502.</content></section></subtitle>
<subtitle identifier="/us/bill/116/s/2731/dA/tXV/stB" id="id51979A9A27A242A481C76BA814C058B4" styleType="OLC"><num value="B">Subtitle B—</num><heading>Financial Matters</heading>
<section identifier="/us/bill/116/s/2731/dA/tXV/stB/s1521" id="ide7c1f1c75d75464abbbeb224bdc5a465"><num value="1521">SEC. 1521. </num><heading>TREATMENT AS ADDITIONAL AUTHORIZATIONS.</heading><content class="block">The amounts authorized to be appropriated by this title are in addition to amounts otherwise authorized to be appropriated by this Act.</content></section>
<section identifier="/us/bill/116/s/2731/dA/tXV/stB/s1522" id="idd6c369bc87754387874bc7efcff70548"><num value="1522">SEC. 1522. </num><heading>SPECIAL TRANSFER AUTHORITY.</heading>
<subsection identifier="/us/bill/116/s/2731/dA/tXV/stB/s1522/a" id="idef4048cec3ba49d9ae077c974cccb077" class="indent0"><num value="a">(a) </num><heading><inline class="smallCaps">Authority To Transfer Authorizations</inline>.—</heading>
<paragraph identifier="/us/bill/116/s/2731/dA/tXV/stB/s1522/a/1" id="idae33cb89b1674aa195b57e98fe7d8ecd" class="indent1"><num value="1">(1) </num><heading><inline class="smallCaps">Authority</inline>.—</heading><content>Upon determination by the Secretary of Defense that such action is necessary in the national interest, the Secretary may transfer amounts of authorizations made available to the Department of Defense in this title for fiscal year 2020 between any such authorizations for that fiscal year (or any subdivisions thereof). Amounts of authorizations so transferred shall be merged with and be available for the same purposes as the authorization to which transferred.</content></paragraph>
<paragraph identifier="/us/bill/116/s/2731/dA/tXV/stB/s1522/a/2" id="id4415021bd3eb45b2b21508e77b195f4b" class="indent1"><num value="2">(2) </num><heading><inline class="smallCaps">Limitation</inline>.—</heading><content>The total amount of authorizations that the Secretary may transfer under the authority of this subsection may not exceed the amount specified in Acts appropriating funds for the Department of Defense for fiscal year 2020.</content></paragraph></subsection>
<subsection identifier="/us/bill/116/s/2731/dA/tXV/stB/s1522/b" id="id89c87598f4f940bba3e7582a35edaa14" class="indent0"><num value="b">(b) </num><heading><inline class="smallCaps">Terms and Conditions</inline>.—</heading><content>Transfers under this section shall be subject to the same terms and conditions as transfers under section 1001.</content></subsection>
<subsection identifier="/us/bill/116/s/2731/dA/tXV/stB/s1522/c" id="idab0af6433b944927a4e2193dab2c7931" class="indent0"><num value="c">(c) </num><heading><inline class="smallCaps">Additional Authority</inline>.—</heading><content>The transfer authority provided by this section is in addition to the transfer authority provided under section 1001.</content></subsection></section></subtitle>

<section identifier="/us/bill/116/s/2731/dA/tXVI/s1627" id="ida85e6ff0a0da409f8754b53093a64648"><num value="1627">SEC. 1627. </num><heading>AUTHORITY TO USE OPERATION AND MAINTENANCE FUNDS FOR CYBER OPERATIONS-PECULIAR CAPABILITY DEVELOPMENT PROJECTS.</heading>
<subsection identifier="/us/bill/116/s/2731/dA/tXVI/s1627/a" id="id2d133bdf46aa474eb8b073f2b04eae04" class="indent0"><num value="a">(a) </num><heading><inline class="smallCaps">In General</inline>.—</heading><content>The Secretary of Defense and each Secretary concerned may obligate and expend not more than $3,000,000 of amounts authorized to be appropriated for operation and maintenance in each of fiscal years 2020 through 2022 to carry out cyber operations-peculiar capability development projects.</content></subsection>
<subsection identifier="/us/bill/116/s/2731/dA/tXVI/s1627/b" id="id5f047634e96d4e08ad8c306bcc07c975" class="indent0"><num value="b">(b) </num><heading><inline class="smallCaps">Certification</inline>.—</heading><content>For each development project initiated under the authority provided for in subsection (a), the Commander of the United States Cyber Command shall certify to the congressional defense committees that each project is determined to be cyber operations-peculiar.</content></subsection>
<subsection identifier="/us/bill/116/s/2731/dA/tXVI/s1627/c" id="id8f011bb399e74ecf9227a60f165dc903" class="indent0"><num value="c">(c) </num><heading><inline class="smallCaps">Notification</inline>.—</heading><content>Not later than 15 days after exercising the authority provided for in subsection (a), the Secretary of Defense shall notify the congressional defense committees of such exercise.</content></subsection>
<subsection identifier="/us/bill/116/s/2731/dA/tXVI/s1627/d" id="idefb4ea156ab844948b99336c3a9e59c5" class="indent0"><num value="d">(d) </num><heading><inline class="smallCaps">Report</inline>.—</heading><content>Not later than December 31 of each year through 2022, the Secretary of Defense shall submit to the congressional defense committees a report on expenditures made pursuant to the authority provided for in subsection (a). Each such report shall include a full description and evaluation of each of the cyber operations-peculiar capability development projects that is the subject of each such expenditure, definitions and standards for cyber operations-peculiar requirements, transition plans, and any other matters the Secretary determines relevant.</content></subsection></section>

EXPIRATION OF AUTHORIZATIONS AND AMOUNTS REQUIRED TO BE SPECIFIED BY LAW.(a) Expiration of Authorizations After Five Years.—Except as provided in subsection (b), all authorizations contained in titles XXI through XXVII and XXIX for military construction projects, land acquisition, family housing projects and facilities, and contributions to the North Atlantic Treaty Organization Security Investment Program (and authorizations of appropriations therefor) shall expire on the later of—(1) October 1, 2024; or(2) the date of the enactment of an Act authorizing funds for military construction for fiscal year 2025.(b) Exception.—Subsection (a) shall not apply to authorizations for military construction projects, land acquisition, family housing projects and facilities, and contributions to the North Atlantic Treaty Organization Security Investment Program (and authorizations of appropriations therefor), for which appropriated funds have been obligated before the later of—(1) October 1, 2024; or(2) the date of the enactment of an Act authorizing funds for fiscal year 2025 for military construction projects, land acquisition, family housing projects and facilities, or contributions to the North Atlantic Treaty Organization Security Investment Program.SEC. 2003. EFFECTIVE DATE.Titles XXI through XXVII and XXIX shall take effect on the later of—(1) October 1, 2019; or(2) the date of the enactment of this Act.<num value="XXI">TITLE XXI—</num><heading class="inline">ARMY MILITARY CONSTRUCTION</heading>

<subsection identifier="/us/bill/116/s/2731/dB/tXXI/s2101/b" id="id49401eb80963492aa0903363096890ab" class="indent0"><num value="b">(b) </num><heading><inline class="smallCaps">Outside the United States</inline>.—</heading><content>The Secretary of the Army may acquire real property and carry out military construction projects for the installations or locations outside the United States using amounts appropriated pursuant to the authorization of appropriations in section 2103(a) and as specified in the funding table in section 4601.</content></subsection></section>
<section identifier="/us/bill/116/s/2731/dB/tXXI/s2102" id="idbef26dd8030c40cfa0d0f385c48019f1"><num value="2102">SEC. 2102. </num><heading>FAMILY HOUSING.</heading>
<subsection identifier="/us/bill/116/s/2731/dB/tXXI/s2102/a" id="id9b191a583bb04d87aabe4d51f1940d97" class="indent0"><num value="a">(a) </num><heading><inline class="smallCaps">Construction and Acquisition</inline>.—</heading><content>The Secretary of the Army may construct or acquire family housing units (including land acquisition and supporting facilities) at the installations or locations, in the number of units, using amounts appropriated pursuant to the authorization of appropriations in section 2103(a) and as specified in the funding table in section 4601.</content></subsection>
<subsection identifier="/us/bill/116/s/2731/dB/tXXI/s2102/b" id="id998ff7663a384515a6a810c6b0f92c0c" class="indent0"><num value="b">(b) </num><heading><inline class="smallCaps">Planning and Design</inline>.—</heading><content>The Secretary of the Army may carry out architectural and engineering services and construction design activities with respect to the construction or improvement of family housing units using amounts not to exceed amounts appropriated pursuant to the authorization of appropriations in section 2103(a) and as specified in the funding table in section 4601.</content></subsection></section>
<section identifier="/us/bill/116/s/2731/dB/tXXI/s2103" id="HBCD7133C6AD0499499EE64E854A2BC85"><num value="2103">SEC. 2103. </num><heading>AUTHORIZATION OF APPROPRIATIONS, ARMY.</heading>
<subsection identifier="/us/bill/116/s/2731/dB/tXXI/s2103/a" id="HAF208EE6BB7740758B1D0DB82A6A0B59" class="indent0"><num value="a">(a) </num><heading><inline class="smallCaps">Authorization of Appropriations</inline>.—</heading><content>Funds are hereby authorized to be appropriated for fiscal years beginning after September 30, 2019, for military construction, land acquisition, and military family housing functions of the Department of the Army as specified in the funding table in section 4601.</content></subsection>
<subsection identifier="/us/bill/116/s/2731/dB/tXXI/s2103/b" id="HDE28D4B377724C87A60D5F56819375D6" class="indent0"><num value="b">(b) </num><heading><inline class="smallCaps">Limitation on Total Cost of Construction Projects</inline>.—</heading><content>Notwithstanding the cost variations authorized by <ref href="/us/usc/t10/s2853">section 2853 of title 10, United States Code</ref>, and any other cost variation authorized by law, the total cost of all projects carried out under section 2101 of this Act may not exceed the total amount authorized to be appropriated under subsection (a), as specified in the funding table in section 4601.</content></subsection></section>
<section identifier="/us/bill/116/s/2731/dB/tXXI/s2104" id="HB2D1F5C770DC4533BFFE77694026E62E"><num value="2104">SEC. 2104. </num><heading>MODIFICATION OF AUTHORITY TO CARRY OUT CERTAIN FISCAL YEAR 2019 PROJECT.</heading><content class="block">In the case of the authorization contained in the table in section 2101(a) of the Military Construction Authorization Act for Fiscal Year 2019 (<ref href="/us/pl/115/232/dB">division B of Public Law 115–232</ref>) for Anniston Army Depot, Alabama, for construction of a weapon maintenance shop, the Secretary of the Army may construct a 21,000 square foot weapon maintenance shop.</content></section><num value="XXII">TITLE XXII—</num><heading class="inline">NAVY MILITARY CONSTRUCTION</heading>
<section identifier="/us/bill/116/s/2731/dB/tXXII/s2201" id="id313193e42d9d4722a7f6eeb91e0b5f28"><num value="2201">SEC. 2201. </num><heading>AUTHORIZED NAVY CONSTRUCTION AND LAND ACQUISITION PROJECTS.</heading>
<subsection identifier="/us/bill/116/s/2731/dB/tXXII/s2201/a" id="ida319dec2a5284889b394f2b7fbade74d" class="indent0"><num value="a">(a) </num><heading><inline class="smallCaps">Inside the United States</inline>.—</heading><content>The Secretary of the Navy may acquire real property and carry out military construction projects for the installations or locations inside the United States using amounts appropriated pursuant to the authorization of appropriations in section 2204(a) and as specified in the funding table in section 4601.</content></subsection>
<subsection identifier="/us/bill/116/s/2731/dB/tXXII/s2201/b" id="idcc47bc8ebc5747e49e510640175e247c" class="indent0"><num value="b">(b) </num><heading><inline class="smallCaps">Outside the United States</inline>.—</heading><content>The Secretary of the Navy may acquire real property and carry out military construction projects for the installations or locations outside the United States using amounts appropriated pursuant to the authorization of appropriations in section 2204(a) and as specified in the funding table in section 4601.</content></subsection></section>
<section identifier="/us/bill/116/s/2731/dB/tXXII/s2202" id="id9d421b2f15034999952920f3f62c6736"><num value="2202">SEC. 2202. </num><heading>FAMILY HOUSING.</heading>

<subsection identifier="/us/bill/116/s/2731/dC/tXXXI/s3101/a" id="idd26e5f6f5ba04bef95a5f7c57f17fa98" class="indent0"><num value="a">(a) </num><heading><inline class="smallCaps">Authorization of Appropriations</inline>.—</heading><content>Funds are hereby authorized to be appropriated to the Department of Energy for fiscal year 2020 for the activities of the National Nuclear Security Administration in carrying out programs as specified in the funding table in section 4701.</content></subsection>
<subsection identifier="/us/bill/116/s/2731/dC/tXXXI/s3101/b" id="ide360b665adf84819886aca773c5f9ba0" class="indent0"><num value="b">(b) </num><heading><inline class="smallCaps">Authorization of New Plant Projects</inline>.—</heading><content>From funds referred to in subsection (a) that are available for carrying out plant projects, the Secretary of Energy may carry out new plant projects for the National Nuclear Security Administration as follows:<list role="paragraph" style="list-style-type:none;"><listItem><listContent>Project 20–D–931, KL Fuel Development Laboratory, Knolls Atomic Power Laboratory, Schenectady, New York, $23,700,000. </listContent></listItem><listItem><listContent>General Purpose Project, PF–4 Power and Communications Systems Upgrade, Los Alamos National Laboratory, New Mexico, $16,000,000.</listContent></listItem></list></content></subsection></section>

<subsection identifier="/us/bill/116/s/2731/dC/tXXXI/s3102/a" id="id6E9999CC24C740F5A8E8177FD7F67BC7" class="indent0"><num value="a">(a) </num><heading><inline class="smallCaps">Authorization of Appropriations</inline>.—</heading><content>Funds are hereby authorized to be appropriated to the Department of Energy for fiscal year 2020 for defense environmental cleanup activities in carrying out programs as specified in the funding table in section 4701.</content></subsection>

<section identifier="/us/bill/116/s/2731/dC/tXXXI/s3104" id="idFA12496A88594F2CBA88AB7042775427"><num value="3104">SEC. 3104. </num><heading>NUCLEAR ENERGY.</heading><content class="block">Funds are hereby authorized to be appropriated to the Department of Energy for fiscal year 2020 for nuclear energy as specified in the funding table in section 4701.</content></section><num value="XXXII">TITLE XXXII—</num><heading class="inline">DEFENSE NUCLEAR FACILITIES SAFETY BOARD</heading>
<section identifier="/us/bill/116/s/2731/dC/tXXXII/s3201" id="idae2a8ccd5f66460ca5338c2a072d7642"><num value="3201">SEC. 3201. </num><heading>AUTHORIZATION.</heading><content class="block">There are authorized to be appropriated for fiscal year 2020, $29,450,000 for the operation of the Defense Nuclear Facilities Safety Board under chapter 21 of the Atomic Energy Act of 1954 (<ref href="/us/usc/t42/s2286/etseq">42 U.S.C. 2286 et seq.</ref>).</content></section>DIVISION D—FUNDING TABLESSEC. 4001. AUTHORIZATION OF AMOUNTS IN FUNDING TABLES.(a) In General.—Whenever a funding table in this division specifies a dollar amount authorized for a project, program, or activity, the obligation and expenditure of the specified dollar amount for the project, program, or activity is hereby authorized, subject to the availability of appropriations.(b) Merit-based Decisions.—A decision to commit, obligate, or expend funds with or to a specific entity on the basis of a dollar amount authorized pursuant to subsection (a) shall—(1) be based on merit-based selection procedures in accordance with the requirements of sections 2304(k) and 2374 of title 10, United States Code, or on competitive procedures; and(2) comply with other applicable provisions of law.(c) Relationship to Transfer and Programming Authority.—An amount specified in the funding tables in this division may be transferred or reprogrammed under a transfer or reprogramming authority provided by another provision of this Act or by other law. The transfer or reprogramming of an amount specified in such funding tables shall not count against a ceiling on such transfers or reprogrammings under section 1001 or section 1522 of this Act or any other provision of law, unless such transfer or reprogramming would move funds between appropriation accounts.(d) Applicability to Classified Annex.—This section applies to any classified annex that accompanies this Act.(e) Oral Written Communications.—No oral or written communication concerning any amount specified in the funding tables in this division shall supersede the requirements of this section.○
