Amounts of authorizations so transferred shall be merged with and be available for the same purposes as the authorization to which transferred.</content></paragraph>

<subsection identifier="/us/bill/116/s/2731/dA/tXVI/s1627/b" id="id5f047634e96d4e08ad8c306bcc07c975" class="indent0"><num value="b">(b) </num><heading><inline class="smallCaps">Certification</inline>.—</heading><content>For each development project initiated under the authority provided for in subsection (a), the Commander of the United States Cyber Command shall certify to the congressional defense committees that each project is determined to be cyber operations-peculiar.</content></subsection>

<subsection identifier="/us/bill/116/s/2731/dA/tXVI/s1627/c" id="id8f011bb399e74ecf9227a60f165dc903" class="indent0"><num value="c">(c) </num><heading><inline class="smallCaps">Notification</inline>.—</heading><content>Not later than 15 days after exercising the authority provided for in subsection (a), the Secretary of Defense shall notify the congressional defense committees of such exercise.</content></subsection>

<subsection identifier="/us/bill/116/s/2731/dD/s4001/a" id="idCDAB0FA29C3D4194A64810681C6EDEF7" class="indent0"><num value="a">(a) </num><heading><inline class="smallCaps">In General</inline>.—</heading><content>Whenever a funding table in this division specifies a dollar amount authorized for a project, program, or activity, the obligation and expenditure of the specified dollar amount for the project, program, or activity is hereby authorized, subject to the availability of appropriations.</content></subsection>

<subsection identifier="/us/bill/116/s/2731/dD/s4001/b" id="idE410A242CCFB4F8D9BD2651F95FAE3D0" class="indent0"><num value="b">(b) </num><heading><inline class="smallCaps">Merit-based Decisions</inline>.—</heading><chapeau>A decision to commit, obligate, or expend funds with or to a specific entity on the basis of a dollar amount authorized pursuant to subsection (a) shall—</chapeau>

<paragraph identifier="/us/bill/116/s/2731/dD/s4001/b/2" id="id84849dbee3f54986bc88f0d775e9d7c3" class="indent1"><num value="2">(2) </num><content>comply with other applicable provisions of law.</content></paragraph></subsection>

<subsection identifier="/us/bill/116/s/2731/dD/s4001/c" id="id08391EEA0B30408B8F850905B92B4DD5" class="indent0"><num value="c">(c) </num><heading><inline class="smallCaps">Relationship to Transfer and Programming Authority</inline>.—</heading><content>An amount specified in the funding tables in this division may be transferred or reprogrammed under a transfer or reprogramming authority provided by another provision of this Act or by other law. The transfer or reprogramming of an amount specified in such funding tables shall not count against a ceiling on such transfers or reprogrammings under section 1001 or section 1522 of this Act or any other provision of law, unless such transfer or reprogramming would move funds between appropriation accounts.</content></subsection>
