fix: Move VPN masquerade rules from iptables PostUp to nftables

iptables-nft rules added by WireGuard's PostUp were being flushed by
Docker on startup, breaking VPN LAN routing until the next reboot.
The nftables inet wild-central table survives Docker restarts.
